هيءُ اصطلاح اڳوڻي آمريڪي صدر جارج واڪر بُش، 29 جنوري 2002ع تي ”اسٽيٽ آف دي يونين خطاب“ دوران پهريون ڀيرو استعمال ڪيو ۽ بعد ۾ پنهنجي صدارتي مُدي دوران مسلسل ورجائيندو رهيو. هن اصطلاح ذريعي صدر بُش اُنهن حُڪومتن جي نندا ڪئي، جيڪي دُنيا ۾ دهشت گردي وڌائڻ ۽ نيوڪليائي ٽيڪنالاجي حاصل ڪرڻ ۾ اڳڀريون هُيون ۽ سندن انهيءَ رويي سبب عالمي امن کي سخت خطرو درپيش هو. جيتوڻيڪ بُش حُڪومت طرفان ”شيطاني مدار“ ۾ بُنيادي طور ايران، عراق ۽ اُتر ڪوريا جي حُڪومتن کي شامل ڪيو ويو هو، پر شام طرف جارحيت ڀريو رويو، ڪيوبا ۽ وينزوويلا جي حُڪومتن مٿان ٿيندڙ تَبرن جي سلسلي کي ذهن ۾ رکندي، بين الاقوامي تعلقات جا ماهر انهن مُلڪن کي پڻ بُش انتظاميا جي مٿين وضاحت تحت ڏسندا آهن. هن آمريڪي پاليسيءَ جي نتيجي ۾، دُنيا ۾ آمريڪا مُخالف جذبن ۾ تمام گهڻي تيزي آئي
